New Accreditation Mark and Logo of the Federal Service for Accreditation (RusAccreditation)


In 2019, the following new images were introduced in the context of the Russian national accreditation system re-branding:

  • Russian national accreditation system mark used as a logo of the national accreditation body. Applied by RusAccreditation when performing its duties;

  • accreditation mark in the Russian national accreditation system. Accredited CABs place the mark issued by RusAccreditation, which proves their accreditation in the national accreditation system, on test reports and documents with the results of their activity.   

New Accreditation Mark 
 

The presence of the mark on documents and communication tools of an accredited CAB publicly demonstrates its right to operate in a specific scope as a testing or calibration laboratory, legal metrology service, PT provider, inspection body, management system certification body, or products/personnel certification body.

World Accreditation Day 

The National Institute for Accreditation of RusAccreditation’s project “Accreditation: Increasing Value of Supply Chains” devoted to the World Accreditation Day 2019 has brought together over a thousand participants. It features a series of video lectures on product conformity declaration, use of electronic service for the establishment of the scope of accreditation by a certification body, use of the combined ILAC MRA mark for accredited CABs by Russian laboratories, the policy of RusAccreditation regarding interlaboratory comparisons, and international integration of the national accreditation system. 

Head of RusAccreditation Alexey Khersontsev, Head of Accreditation Body of Serbia (ATS) professor Aco Janićijević, and Director of Project Planning and Implementation of the Quality Council of India (QCI) Rajesh Maheshwari took part in the seminar devoted to the World Accreditation Day held for accredited CABs’ representatives, the expert community, Russian public authorities, and the business community in Moscow on June 6. The main topic for discussion was the issue of building trust in the results of conformity assessment.

Educational Programs Strengthen the National Accreditation System 
 
Educational programs based on an online training course developed by the Asia Pacific Accreditation Cooperation (APAC ISO/IEC 17025:2017 Online Training Course on the changes to the standard) have been launched for assessors, experts and accredited CABs in the Russian national accreditation system. The course was developed in accordance with a plan for the transition of participants of the national accreditation system to the international standard ISO/IEC 17025:2017 and contains a series of video lectures, slide shows, and documents from APAC regarding the use of the international standard ISO/IEC 17025:2017. 
 
The educational programs aimed at enhancing the skills of various participants of the Russian national accreditation system are based on high-quality professional translations of international documents required for the course participants’ work, such as policies, mandatory and guidance documents from ILAC, APAC, and other organizations, for example, regarding participation of laboratories in proficiency testing rounds, traceability of measurement results and calibration uncertainties.

There is a high demand from heads and specialists of laboratories, assessors, and RusAccreditation officials for the educational project “Practical issues of testing laboratories (centers) operation. Accreditation criteria in the national accreditation system. General requirements for testing laboratories competence” featuring a new program based on the new standard GOST ISO/IEC 17025–2019.

Modernization of Russian Laboratories

A plan for modernization of several dozen Russian laboratories engaged in the conformity assessment of food products, mechanical engineering products, medical supplies, and other products with the potential to enter international markets, is implemented in Russia within the framework of the national project “International Cooperation and Export”. 
 
In 2019, 17 Russian laboratories are taking part in the international program of qualification assessment of laboratories performing microbiological tests of food products. The program is being carried out under the auspices of the Committee for Trade and Investment and the Subcommittee for Standards and Conformity of the Asia Pacific Economic Cooperation (APEC). The Analysis Capability Assessment System (ACAS) of the Chinese Academy of Inspection and Quarantine (CAIQ) provides the statistical analysis and review of the results obtained by the laboratories. 
 
The Federal Service for Accreditation coordinates the participation of the Russian laboratories in the project. 
 
Complex Assessment of Russian GLP System within Russia—OECD Project
 
OECD experts have carried out a comprehensive audit of the Russian Good Laboratory Practice (GLP) system to check its conformity with the standards of the Organization of Economic Cooperation and Development (OECD). The assessment was carried out on July 15-19 within the framework of Russia—OECD project “Technical Assistance in Improvement of the GLP System of Russia” and included an analysis of the Russian legislation, documents and procedures, the work of RusAccreditation as the national monitoring body, and an assessment of inspectors’ performance during a full inspection of a Russian testing center that had applied for inclusion in the register of Russian testing laboratories operating under the GLP principles. 
 
The work of Russian experts has been highly appreciated. According to Head of RusAccreditation Alexey Khersontsev, several years of work have been impartially and positively assessed, which is twice as gratifying. Although the project terms and conditions state that the results of the audit cannot substitute an assessment for the official accession to the Agreement on Mutual Acceptance of Data (MAD), they confirm that the Russian Good Laboratory Practice system complies with the OECD GLP principles. It is important for its further development and the implementation of the GLP principles in the Eurasian Economic Union.
