On Entering into Force of Interstate Standard GOST ISO/IEC 17025-2019 “General Requirements for the Competence of Testing and Calibration Laboratories”

The interstate standard GOST ISO/IEC 17025-2019 “General Requirements for the Competence of Testing and Calibration Laboratories” was adopted at the 55th meeting of the Euro-Asian Council for Standardization, Metrology, and Certification (EASC) held in Pyatigorsk on June 27-28, 2019. The document comes into effect as the national standard on September 1, 2019, upon Decree No. 385-st of Rosstandart.

The Russian version of the international standard ISO/IEC 17025:2017 was registered in STANDARDINFORM upon the RusAccreditation initiative and published on the website of the International Standardization Organization (ISO) in 2018.

The Decree of RusAccreditation No. 144 dated August 9, 2019, adopts the transition plan for participants of the national accreditation system to apply interstate standard ISO/IEC 17025:2017 “General Requirements for the Competence of Testing and Calibration Laboratories”.

The transition plan provides for training seminars for assessor and RusAccreditation officials, as well as for advanced training courses for assessors, technical experts, and managers and specialists of testing and calibration laboratories on the implementation of the requirements of interstate standard ISO/IEC 17025-2019 to be arranged via the single educational platform of the national accreditation system. In addition, it is planned to hold seminars with the participation of international experts on foreign experience in implementing the requirements of international standard ISO/IEC 17025:2017.

Legal entities and individual entrepreneurs that have valid accreditation in the national accreditation system are invited to approve transition plans for the standard GOST ISO/IEC 17025-2019, to bring the quality manual into accordance with this document, and to comply with the requirements of the laboratory’s management system established in the quality manual.

The Order of the Ministry of Economic Development of the Russian Federation No. 326 dated May 30, 2014, which approves the accreditation criteria, is ready for amendments providing for the presence of requirements for the risk and opportunity management system aimed at preventing repeated violations of the established requirements, as well as descriptions (fixation) of the results of these works in the laboratory management system.

The standard GOST ISO/IEC 17025-2019 “General Requirements for the Competence of Testing and Calibration Laboratories” replaces the standard GOST ISO/IEC 17025-2009 “General Requirements for the Competence of Testing and Calibration Laboratories” in the list of documents containing the requirements for compliance with the accreditation criteria.

In rendering public services on accreditation, expansion of the scope of accreditation, and competence verification of accredited CABs, the conformity assessment of applicants, accredited CABs, to accreditation criteria will be carried out taking into account the requirements of the interstate standard GOST ISO/IEC 17025-2019, identical to the international standard ISO/IEC 17025:2017.
