Combined ILAC MRA Mark

The accession of RusAccreditation as a signatory to the ILAC Mutual Recognition Arrangement (ILAC MRA) in 2017 enabled testing and calibration laboratories accredited by the Federal Service for Accreditation to use the symbols of this multilateral Arrangement in the form of the so-called “Combined ILAC MRA Mark” on their test reports and certificates. The ILAC MRA mark is a registered international mark owned by the International Laboratory Accreditation Cooperation (ILAC).

For an accredited conformity assessment body, the Combined ILAC MRA Mark is the ILAC MRA mark used together with the accreditation mark of an ILAC MRA signatory, which can be used by conformity assessment bodies accredited by the signatory. The application of the combined ILAC mark by accredited conformity assessment bodies is relatively popular in the international practice and encouraged by ILAC though not mandatory.

The ILAC MRA mark presented on a testing report or a calibration certificate lends weight to the document abroad for it states directly that the document was issued by a laboratory recognized worldwide. The mark adds responsibility to the persons using it, as ILAC set strict terms and conditions in terms of applying the ILAC MRA mark, including the combined one. First and foremost, it covers the mark’s use for marking reports within the accreditation area only; prevention of the accreditation mark’s use following accreditation suspension or termination; prevention of unauthorized use of the mark by customers of accredited conformity assessment bodies; and violation of the set imaging rules for the mark.

This is why RusAccreditation developed a detailed Policy of the National Accreditation Body for the Use of the Combined Mark of the National Accreditation System that complies with all the ILAC’s requirements. Also, a violation of the rules is subject to major sanctions under Paragraph 2.1 of Article 2 of the Federal Law No. 412-FZ “On Accreditation in the National Accreditation System” dated December 28, 2013 – “Use of the mark by an accredited person either without authorization from the national accreditation body or with a violation of the set terms and conditions is subject to termination of accreditation in the entire accreditation area.”
